Where the built work does not match the licensed project, a participação filed by an owner or by the condominium can trigger a municipal inspection.
The municipality can withhold or block outstanding licences on the development. Promoters and owners, project authors and building directors can be jointly responsible for work executed without an urbanistic title or in non-conformity with one.

Retention in Portugal is a negotiated mechanism rather than a legal default, so it exists only if it was drafted in before signing.
