New EPBD requires renovation passports, minimum energy performance standards for rentals, harmonised A-G scale, and digital building logbooks. Member states have until 29 May 2026 to transpose.

Portugal transposition in progress - working group constituted
ADENE is supporting GT-EPBD (working group) to prepare the legislative changes. DL 101-D/2020 will be revised to integrate new ZEB and carbon emissions requirements. Properties rated D–F face the most exposure.
