What does 'OE-registered engineer' mean?

The Ordem dos Engenheiros (OE) is the professional body regulated by the Portuguese State that certifies and oversees engineering practice in Portugal. Only engineers with an active OE membership may sign technical reports with legal validity, including pre-purchase inspection reports, technical surveys, and compliance declarations.

What DL 10/2024 Changed for Property Buyers in Portugal

Portugal's Simplex Urbanístico removed the seller obligation to provide a usage licence, habitability certificate, and municipal compliance documents at sale. The risk of illegal extensions, structural non-compliance, and fire-safety violations now falls entirely on the buyer. An independent inspection is the only real safeguard.

What is a home inspection in Portugal?

A home inspection (inspeção predial or inspeção pré-compra) is an independent technical survey of a property's physical condition and regulatory compliance before you sign the CPCV or final deed. Unlike a viewing with an estate agent, a certified inspection documents structure, installations, moisture, certificates, and planning conformity, with photographic evidence you can use in price negotiation or to walk away.

Portugal has no single "home inspector" licence like the US RICS or ASHI model.
