The Legal Framework Behind the Renovation Passport
The Building Renovation Passport (BRP, Portuguese PRE) is enshrined in Article 12 and Annex VIII of Directive (EU) 2024/1275, the recast Energy Performance of Buildings Directive (EPBD), published in the Official Journal of the EU on 8 May 2024. As a Member State, Portugal must transpose every provision into national law by 29 May 2026; the instrument is expected to be anchored to the revision of Decree-Law 101-D/2020 of 7 December, which governs the Portuguese Energy Certification System for Buildings (SCE).
The Directive defines the BRP as a digital document issued by a qualified expert accredited by ADENE, produced through a direct interaction between expert and owner. The file is uploaded to the national energy certificate database, stored inside the building's digital logbook, and consulted through it. Every time an owner executes one of its steps, the associated Energy Certificate is updated, keeping a living record of the asset.
Legally, the BRP is voluntary for owners; it does not replace the mandatory Energy Certificate required under DL 101-D/2020. However, the 2024 EPBD empowers Member States to make it a precondition for access to public support and green finance in major renovation works, so BRP issuance is expected to become de facto unavoidable for any project drawing on PRR funds or green mortgages.
The methodology already field-tested in Portugal by ADENE is iBRoad2EPC, a Horizon 2020 co-funded project (GA 101033781) that ran from September 2021 to August 2024 and assessed 10 pilot buildings totalling more than 45,000 m². Until final transposition, BRPs in Portugal follow this model, fully aligned with the SCE and ADENE's casA+ portal.
Who Needs a Renovation Passport
Strictly speaking, no owner is obliged to obtain a BRP; the instrument is voluntary. Yet several property profiles make it practically unavoidable. First, owners of pre-2000 buildings rated Class C or below: two out of three Portuguese buildings sit in this bracket, with 8.4% at Class F, the second-worst grade possible. Without a deep-renovation roadmap, that stock will fall below the Minimum Energy Performance Standards (MEPS) that the 2024 EPBD introduces for residential buildings.
Second, applicants for PRR funds, IFRRU 2030 and the Casa Eficiente 2020 line; most Portuguese banks already demand a structured technical plan to release green-credit tranches. Articulated with the Energy Certificate and ADENE's casA+ portal, the BRP becomes the single institutionally recognised digital file that evidences the renovation strategy.
Third, landlords and buy-to-let investors: future national MEPS may forbid the letting of flats below a minimum class, as already happens in other Member States. A BRP issued early allows a gradual investment schedule rather than a last-minute single intervention.
Relevant edge cases: listed buildings or assets inside ARU zones benefit from integrating the BRP with the architectural project; individual flats in a condominium can hold an individual BRP or join a building-wide one; holiday homes of non-resident expats retain full access provided a Portuguese fiscal representative is appointed. De-facto exemptions mirror those of the Energy Certificate under DL 101-D/2020.
What Happens if You Skip the Renovation Passport
Because the BRP is voluntary, no direct fine exists for its absence, and this is where owners often mislead themselves. The penalty is indirect and commercial, not administrative. The first cost is loss of eligibility for public funding lines that already require a structured renovation plan, such as IFRRU 2030 and PRR energy-efficiency envelopes (Portugal 2030 – RCM 180/2023). Without a BRP, the owner is pushed toward narrower credit lines with higher bank spreads.
EU sustainable-finance rules (SFDR and Taxonomy) force banks to report their 'green' asset share. Portuguese banks already condition the mortgage spread discount on demonstrated energy performance. Without a BRP proving an improvement trajectory, credit is priced at standard terms, typically 20 to 50 basis points above the green version.
The third risk is stranded-asset exposure: buildings below the future residential MEPS foreseen in the 2024 EPBD will lose market value and liquidity and may face rental restrictions. The Energy Certificate itself carries fines from €250 up to €3,740 on individuals failing to display it in listings or deeds. The BRP triggers no fine, but properties without any planning typically fail the Energy Certificate as well.
On insurance, the European trend is unmistakable: multi-peril insurers are starting to request performance documentation to maintain competitive premiums. Buildings without a renovation plan are treated as higher risk for damp, thermal bridges and electrical fire, with a direct impact on premium.

The BRP is not a quick site visit; it is a full on-site energy audit carried out by a qualified REH or RECS expert accredited by ADENE, collecting enough data to simulate the building's performance across several future stages. The expert measures the thermal envelope (walls, roofs, floors over exterior or unheated spaces), window frames and glazing (glass type, thermal break, infiltration), HVAC and DHW systems, and on-site solar potential using local PVGIS data combined with heating- and cooling-degree-day (HDD/CDD) simulation.
Beyond energy, the expert flags construction pathologies (infiltrations, thermal bridges, condensation, corrosion, cladding decay) that dictate the sequence of works. Replacing windows before fixing thermal bridges, for instance, can create fresh condensation and waste the investment. The BRP prevents exactly this kind of lock-in effect.
There is no pass/fail verdict in the Energy Certificate sense. The final document has two mandatory blocks: (i) the Renovation Roadmap, with sequential steps, indicative timelines and expected energy-class gain per phase; and (ii) the Building Digital Logbook, centralising plans, descriptive reports, consumption, maintenance and intervention history, updated over the years.
The BRP is digitally signed and, once transposition is complete, uploaded to the national EPC database, accessible to owner, banks and authorities via the SCE Portal.
How the Process Works, Step by Step
Step 1: Booking: the owner requests the BRP online, sending the caderneta predial (land registry extract), floor plan and the most recent Energy Certificate if available. InspectOS assigns an available REH/RECS qualified expert in the area.
Step 2: Site audit: the expert conducts a full on-site energy audit, typically 2 to 3 hours for a standard home, recording dimensions, wall thicknesses, envelope type, installed systems and consumption. Owners should have the last 12 months of energy bills, the property deed, and access to every room, including loft, cellar, utility spaces and roof.
Step 3: Simulation & prioritisation: the expert runs phased renovation scenarios, picks the sequence that maximises primary-energy reduction per euro invested, and matches each step to the live funding lines (PRR, IFRRU, casA+, Vale Eficiência voucher, bank green loan). The roadmap spans a 15- to 20-year horizon, as set out by the iBRoad concept.
Step 4: Delivery: the Renovation Passport and digital logbook are delivered within 5 working days of the site visit, as a digitally-signed PDF and a permanent link that can be shared with the bank. After delivery, InspectOS supports the funding application and refreshes the passport every time a step is executed, with the linked Energy Certificate updated automatically.
Owner's Compliance Checklist
- Pull the up-to-date caderneta predial urbana and verify the gross private area on the tax matrix.
- Gather the architectural drawings (PDF or DWG); if missing, ask the InspectOS expert to measure on site.
- Retrieve the in-force Energy Certificate; if expired, schedule a new one in parallel with the BRP.
- Collate the last 12 months of electricity, gas and DHW bills, essential to calibrate the energy model.
- Photograph visible pathologies (damp, cracks, stains, condensation) ahead of the visit.
- Confirm solar orientation of roofs and free façades and any area available for PV.
- Secure access to every space, including loft, cellar, electrical panels, plant rooms and roof.
- Verify the expert is listed in the SCE as REH or RECS (public search at sce.pt).
- After delivery, upload the BRP to your casA+ dossier and submit it to the bank with the green-loan application.
- Keep the building digital logbook updated after each intervention; demand invoices and technical sheets from contractors.
- Revisit the BRP every 2 to 3 years or after a change of use.
- Before selling or letting, check whether the new energy class justifies re-issuing the EPC.
Typical Measures and Expected Payback
Two out of three Portuguese buildings sit at Class C or below, with 8.4% at Class F. The sequence most commonly recommended in InspectOS-issued BRPs starts with the opaque envelope: roof first (largest proportional heat loss), then exterior façades with an ETICS-type system, then floors over unheated spaces. Only afterwards does the plan move to double low-e glazing in thermally-broken frames, avoiding the lock-in of new windows on cold walls that breeds condensation.
The third wave typically replaces the heating and DHW system: high-SCOP air-to-water heat pumps replace gas boilers or electric water heaters, often combined with a PV array sized on local PVGIS data. Mechanical ventilation with heat recovery closes the loop in airtight buildings, safeguarding indoor-air quality.
Concrete-frame buildings from the 1960s–80s usually need thermal-bridge correction on perimeter columns and beams first; pre-1940 stone buildings often require treatment of rising damp before any insulation. The BRP documents this diagnosis and prevents overlapping investments.
